A bad idea.
Just to mention one detail: at boot time the kernel will read
the partition table of /dev/sdb. Instead it will find block 0
of an ext2 file system. What partitions will it recognize?
If you have 9GB, there is no reason to risk problems
just in order to save 1 sector.
