You can do this with appropriate software, called UDF filesystem support.
Adaptec's DirectCD for Windows does this with CDRW (and even CDR, except that
you can't ever erase anything, so once the disk fills up with useless data,
you throw it away).

Some people are working on this for Linux, but it isn't ready yet.  Anyone
have the URL?
