Command queuing concepts?

Hi readers,

Is command queuing the same as tag queuing and command reordering?  Does
the random access disk device have to be command queuing compliant or
is it solely handled at the adapter level?  Can someone explain the
nesting levels associated with it and how does one determine a good level
for a particular machine?  Any good materials that I can read?
