toshiba cdrom xm-3801 ta rev: 0206 underperforming

Hi there.
I have a scsi problem on my Linux machine.
The problem is most apparent when I try to copy a cd.
my writer is a teac model: CD-R55S rev: 1.0J at 0,04,00
my reader is a toshiba model: XM-3801TA rev: 0206 at 0,03,00
when I invoke the command to copy a cd, the toshiba driver will spin up
to fill the buffer. when the initial buffer has been filled the toshiba
driver will spin down resulting in a declining fifo to 0%.
at 4x speed this will result in a buffer underrun.
at 1x and 2x speed the toshiba drive will spin up again when the fifo has
nearly reached the 0% level, during the whole process the fifo will remain
between the 0 and 1%.
below is a cut-out of my "/var/log/messages" file which shows that there are
problems with the toshiba cdrom drive during the boot up process.
your help will be appreciated !.
