I met the same problem and have just finished workaround for it.
You can try my devfs patch, which allows you (among some other
modifications) to assign specyfic host numbers to apropriat drivers using
"scsihosts=<host1>:<host2>:..." kernel or scsi_mod module parameter.
This patch is against 2.1.86 + devfs-patch-v19 and is available as
ftp://rudy.mif.pg.gda.pl/pub/People/ankry/linux-patches/devfs/patch-current-devfs
I tried it with ppa + aha1542 and it worked OK.
It has been send to devfs Author, but still is not included into devfs
(perhaps as no newer version of devfs-patch has been released ...)
Notice, that this patch is, of course, useless if you don't use devfs.
