This is correct behaviour

You should fix your cabling and terminators, and if necessary return the
card and the controller. The whole point of the disk and controller
working out how fast they can go is to automate all of this. Unfortuantely
it doesn't cope with the dodgy cable/termination case where the wire is
the limit. Nor should it..
