hosts.deny only affects things that go through the tcpd
i.e. in /etc/inetd.conf

telnet  stream  tcp     nowait  root    /usr/sbin/tcpd  /usr/sbin/in.telnetd 

How did you specify the host in /etc/hosts.deny?

should have been something like

ALL:	host
