broadcast problems

Hello together,
when trying to build up a timeserver with xntpd using linux, the following
problem occured: xntpd is able to run as broadcast client or server as well,
but this doesn't work on the linux pc.
I tried a broadacst ping with the following results (as root):
time1:~# ping 132.195.255.255
PING 132.195.255.255 (132.195.255.255): 56 data bytes
ping: sendto: Permission denied
ping: wrote 132.195.255.255 64 chars, ret=-1
Kernel version is 1.3.20
The question is, if there is a general problem when handling broadcasts
and if somebody has a solution.
