IP encap/tunnelling still broken...

IP tunnelling/IPIP encap don't work any more, I've tested up to
1.3.18. It was working in 1.3.8.
tcpdump shows encapsulated packets getting out and encapped packets
returning (ie ping replies), but the responses don't get "delivered".
This points to the receive side being broken, but ipip.c is not very
complicated: it just calls ip_forward().
tcpdump also shows some odd results: incoming ping requests and TCP
acks seem to generate ICMP time exceeded as a response.
works in 1.3.8 so it must be related to all the changes in ip.c
