Netatalk 1.3.3b2 + Linux 1.3.11

I've been attempting to get Netatalk running with Linux for some time now 
with no success.  My machine is located on one of 6 zones in our 
building, with a Cisco router handling traffic between the zones.  After 
starting atalkd, the atalkd.conf file shows something like this (I don't 
have the specifics because the machine is down right now...):

eth0 -phase 2 -net 0-65534 -addr 65280.233

Under the linux 1.2.x kernels with the appletalk patches added from the 
netatalk package, I would get the same thing, even though the only zone 
is 20633.  Under Linux 1.3.x, if I set atalkd.conf to

eth0 -phase 2 -net 20633-20633

and restarted, the atalkd.conf would show

eth0 -phase 2 -net 0-65534 -addr 20633.<some # I can't remember>

The bottom line is that afpd is not visible to any Macs in the zone, and 
when I run Etherpeek (a packet sniffer) on the Mac, I don't see any 
regular traffic coming from the Linux machine.

I know this information is rather sketchy, but I am more than happy to 
run any tests or recompile with debugging on to give any further information.
Please help! :)
