Still problems with last-byte->223 adresses in 1.2.10 !?

Hello,
just came accross the following strange behaviour:
router running Linux 1.2.10 , routing traffic from client (PPP link)
to the world (Ethernet)
client running Linux 1.3.2 (no time yet to test other configurations)
client> traceroute ftp.helsinki.fi (because it just went down :()
traceroute to touko.Helsinki.FI (128.214.38.235), 30 hops max, 40 byte packets

2 some.other.local.router (a.b.c.d) 230.478 ms 176.745 ms 189.199 ms
...
5 Duesseldorf2.WiN-IP.DFN.DE (188.1.133.67) 249.242 ms 247.042 ms 251.266

no response from 1, which is "router".
traceroute 129.69.1.224 (more or less random)
1 * * *
same thing with addresses between *.*.*.224 and *.*.*.239 (including).
Others seem to be fine.
Connections (telnet) to those systems from "router" are working also
(that was said to be fixed in 1.2.9 or 1.2.10, wasn't it?)
Any ideas?
