DNS and MX records

Mine is not a problem , just a doubt.
I 've implemented the DNS system on my network and everything
seems OK. My doubt is related just whit the MX records.
They seems like:
IN MX 100 xxx.xxx.xxx.xxx
IN MX 150 xxx.xxx.xxx.xxy
etc..
I 've read that xxx should be the primary E-mail server and xxy
the seconday and so on.
So my doubt is : if xxx is down the mail should go to xxy.When xxx
comes up , the E-mail is automatically forwarded to it or it remain
on xxy ?
