Can't bind httpd to port 80

I know this is old news but for the life of me I can't remember what
the trick is on this: I'm getting permission denied from httpd on port
80 or rather bind is refusing to let me connect an http client to an
http server with permission denied. I can get ftp and telnet via
netscape but not the http connection. access.conf is set to allow
from all so that's not it and I can do a "telnet server 80" and httpd
waits for me to say something dumb. When I do, it hands back, in html
form, a "you said something dumb" message and disconnects, as it
should. I can, via localhost, connect to the server but just not a
remote client. I'm sure I'll be amused when I remember what the trick
is.
