What about

        FEATURE(mailertable,`hash -o /etc/sendmail/mailertable.db')dnl

would that not do the trick?

That's true, sendmail reads the SMTP on standard input if I am not mistaken,
whether you define the smtp mailer or not.

Why going into the rulesets if the mailertable feature were to do it?
