Slow performance on PPP, but fast pings?!?

Hello all,
I will be the first one to admit I don't know a lot about networking
parameters. So, My box is on the internet with a dedicated 28.8K modem.
I can ping anywhere without a problem. I can also surf the net with
good response. I then dial up to a local ISP, and ping my box 16 hops
away with reasonably good response about 300-400 ms. I can telnet in
from the ISP with reasonable response. My problem is with serving html
pages. I have terrible response when dialed in from the ISP, if the page
comes back at all. I don't believe it's the http server though, because
from a closer pc (2 hops -accross the 28.8K link) it works fine.
Is there any parameters I can check??
Is there some utility out there to show me /log how busy our 28.8K line
is??
Maybe a problem with packet sizes??
I've also noticed strange ttl values, can this be changed??
I have friends that are 500 miles away, and they seem to surf fine.
The server in question is www.valleynet.on.ca.
