I'm getting hammered by disconnects, too, even with pppd2.1.2d.  They
increased when I went to 1.2.9 and decrease when I go back to 1.2.3.
I'm going to start tinkering with debugging shortly but thought I'd
add my comments to this note.  FWIW, I'm using a USR 28.8 modem which
handles extended uucp sessions (to another host) without difficulty.
