Any ideas on slow xfer in 1.2.13?

Hi all, I have a P75 running a copy of red hat 3.0.3 with linux
1.2.13. I have tried using an smc isa and a 3com isa nic and
with either I am getting 30-60 k a second transfers on ethernet
and large ftp transfers bring up the server load to between
40%-70% on a machine that is usually at 0%.
As far as I can tell, I am not having a conflict. /proc/* shows
that the nic i/o and int are good.
ifconfig shows that things seem pretty good too. It is a pretty
important machine so I just can't drop it, and it has had a lot
of access...just slow access :-(
RX packets:4881972 errors:12 dropped:1906 overruns:0
TX packets:3466838 errors:0 dropped:0 overruns:0
At first I thought it might be just ftp because of the load, but
I changed the revision of wu-ftp so I guess it isn't just that.
I set up a gopher daemon on it just for kicks and it also is
slow. The ip settings are correct and the mtu is set for 1500
which is the same as all our other (perfectly working) ip
equipment on campus.
Anyone have any ideas? The SMC I have in it right now is set to
Interrupt:10 Base address:0x310 Memory:cc000-d0000. Is this just
a bad setting? Is there a better one I should attempt with soft
config?
Thanks in advance for any ideas. It was pretty dissapointing to
find this machine doing so poorly after all the other great
speedy linux boxes I have set up.
