I've uploaded ALPHA #14 of the Linux traffic shaper to shadow.cabi.net in
pub/Linux. This is a prerelease. The algorithms appear to be working nicely
(with 64000bps settings Im getting 8.1Kbytes/second and only a 1.1% increase
in retransmissions versus a real 64Kbit link which gives me 7.9Kbytes/second)

The support stuff is fairly rough, if you remove the device the shaper is
attached to your machine crashes. This and a few other rough edges will 
disappear next release and that one will also work correctly with devices
that have no hard_header or rebuild_header functions (eg SLIP).
