Thanks for all the responses!  It's always nice when a fix is so
simple.  I'm afraid I never made the connection between the message
"failing (looping)" and the inetd.conf wait parameter.  It probably just
took 2 or 3 X terminals booting in the same minute to trigger this
condition.  I just set the limit to 200 which seems reasonable enough.

Well, actually, if it got a steady stream of 200 requests a minute all
day long it would be broken.  On the other hand, if it got a steady
stream of 40 a minute it would be broken, too!  It would be reasonable
to have "per-hour" or "per-day" limits as well as "per-minute" limits,
but I suppose you've got to stop somewhere.
