Vanilla NT's kernel most definitely does support multiple concurrent users,
but not using GUI applications.  Unfortunately, it doesn't come with
any utilities to take advantage of this decently.  As someone said,
there are a number of telnet servers that don't require any kernel
modification, they just use the standard security API.
