These files come with netatalk, a package from the University of Michigan.  It
includes kernel patches and source for daemons that implement various AppleTalk
services.  The kernel patches would be a good candidate for standard inclusion
in Linux kernel 1.3.x, but I have no idea if anyone plans to do so.  You can

There's source code there and information about other related stuff, including
a netatalk mailing list.
