adding "throughput" option ?

Hi.
It would be extremely useful if there was a way in the networking code to
control throughput (per second or something) of packets (both incoming and
outgoing) through certain ports. e.g. FTP and HTTP.
OR :
Also very useful might be the ability to assign priority to outgoing
packets. (so that "telnet" sessions may stay interactive even if there is
xfer of 5 MB on a 28.8 link.
Should the controlling of these options be added to ipfwadm ?
Any ideas ? Any reason why it couldn't be done ?
