PPP & NIC config problems/questions

Hello there,
I'm not sure if this is the correct list for this problem but...
I have a nic installed in my linux box 1.2.13 kernel/RedHat distribution. I
am also using a PPP link for my connection to the internet through a serial
port on my box. To allow call in users to my system, I have a terminal server
on my local lan with modems attached, doing a telnet to my linux box.
The problem is,
When my PPP link is down, in.telnetd is not allowing connections from the
terminal server. In my /var/logs/secure file there are messages telling me
that telnetd cannot "gethostbyname" for the terminal server. The DNS servers
I have defined are of course on the other side of the PPP link. The terminal
server is defined in my hosts file, and my machine should be checking that
file first, but it doesn't seem to matter. TCPD is starting in.telnetd, so
I have an entry in my hosts.allow file for the terminal server, but that doesn't
seem to make a difference either.
I should also mention that all other networking appears to be working fine.
My route table is fine with and without the PPP link, and I never have a
problem telneting into the terminal server.
Any ideas would be very much appreciated.
