telnet message?

Ok, here goes...
I would like to be able to gave a message pop up with/instead of:
Linux 2.0.0 (oldcolo.com) (ttyp2)
before the login prompt. I have this for dialin users by using /etc/issue
When you telnet in, you only get the previous message. Does anyone know
of a way to put out a message for a telnet session before login?
