Czirok,
It sounds like you may not have a line something like the following in
your /etc/inittab:
S1:345:respawn:uugetty ttyS1 DT38400
(make sure you use your own values for the tty, etc!)
You can get more help from the docs that come with the getty_ps source,
including example files.
