I thought privleged ports were set up that way so that Joe User
couldn't use port 80 for his own web server or port 25 for his
own mail server.
I suppose if you already had thost ports blocked by a null
service then his fakes wouldn't be able to bind to the port, but
if he was able to kill your web server first somehow then he
would be free to put up his own version if it wasn't privileged.
