bootp-DD2.4.3.tar.gz is the latest version. (maybe)
I have a copy at home if you want it
ftp://chicken.cybercom.net/linux/bootp-DD2.4.3.tar.gz
it only does "Static" Dynamic addressing. That is that when a NEW
computer requests an IP, the bootp servers sends it a dynamic IP, but
then adds the IP to it's bootptab, so after the first request, that
computer will ALWAYS get that IP again.
