Extended ASCII chars and trouble with web pages

Greetings!
I was just passed on a few thousand pages of text entered in a DOS
text editor. The text is filled with extended ASCII symbols etc. My job is
to put the stuff up on our web server which runs Linux/Apache. When I open
up the text in Linux' pico, it shows up with the extended ASCII stuff
replaced with cyrillic chars. The same thing happens when I use Netscape
to open these files.
Could someone please advise as to how I could set things up so
that the characters (mostly hor. bars, ver. bars, edges, asc177,asc178 and
asc176's) show up the way they're supposed to in Netscape client
sessions ?
