Looks similar to a problem I had with the port not set for crtscts
(hardware) handshaking with communicating with a 28.8Kbps modem using
a 38400 or higher port rate.

Check your modem set up string ... if it is a fax modem, make sure it
is not in fax (xon/xoff) mode.

You want to make sure that the modem has hardware handshaking enabled.
