It's just my opinion, but this sounds AWFULLY socialist to me.  Were 70 
years of the Evil Empire not enough to convince people that it doesn't 
work like that?  People will NOT "give something back to the community" 
unless there's something in it for them, and in this case there's nothing 
in it for ET.
