Can you send me a copy of the tcpdump for this?
I have recently found that the bug fix I sent in for 1.99.6
has revealed some other bugs in the tcp retransmission scheme.
I'm in the process of fixing these problems, but I'm not
entirely sure that they are the same as what you are seeing.
If I can get a look at your tcpdump it might tell me something useful.

Thanks,
