strange ftp bug in csh ?

I have noticed some strange behavior in ftp. 

I am running kernel 1.3.94 with Redhat 3.0.3 on a host named pokie.

I have a user, say called user1, who had the csh as default shell.

She was unable to ftp into  host1, from anywhere, always getting 'user
access denied'

I changed her shell on pokie to tcsh and the problem disappeared.  The problem
did not appear with users having bash as default shell. 

Any ideas?
