tcp.c, FIONREAD fixed?

I think I've fixed the bug in tcp.c relating to the FIONREAD ioctl that I
was going on about a couple of weeks ago. It's certainly working for me,
and doesn't seem to have had any adverse effects on the rest of my setup.
I'd like to create a patch file and offer it up to you guys for testing,
but I've lost the documentation that tells me the procedures/etiquette
for doing this. Pointers, anyone?
