You need an explicit `arp -s' command to advertise it.  It is,
admittedly, rather klugy.  I think ifconfig alias and the dummy
interface both have their uses; in fact, with ifconfig alias there is
no longer the need for the sometimes requested patch for multiple
dummy interfaces.
