I have since found where the > 20% penalty comes from. It was introduced
way back in 1.3.1x when someone decided to attempt to modularize all the
net drivers "en masse". (Not me, I might add...) Only drivers that use
the 8390 core have been affected.
It will be fixed in one of the next 1.3.9x kernels or so, giving 1.3.x
kernels Tx performance rates that equal or better the 1.2.x kernels. (yay!)
