There is, but I forget the exact methodology (without looking up a
couple of Mb of archived mail from linux-ppp:).  If I remember
correctly, you can use the /etc/ppp/ip-down script to do it (as this
script is executed each time pppd exits).

But the quick'n'dirty answer is to use diald (I recently noticed a
new version - diald-0.14 - at sunsite.unc.edu/pub/Linux/Incoming/).
