Lower than tcpdump?

I'm trying to debug what _might_ be a problem with masquerading.
(I don't think it is, but it'd be nice to be able to prove it.)
Problem is, tcpdump gets the packets _after_ they've been
(de)masqueraded, which doesn't let me see what the headers are like
when they're actually on the wire. (If the tcpdump output is
accurate, then everything is fine, but I'd like to make sure. They
pay me to be paranoid.)
Does anyone know of anything that does?
