There is an easy but expensive (in terms of network) solution : ping
them every minute for example. When one answers, send the queued
mails.
But if these machines connect directly to your Linux box, then you may
have their login shell send a signal to launch the flush-queue in the
background (after it waits 30 seconds for example) then launch the
real ppp shell.
