problem with apache setup

I am trying to set up a www server using apache. I am using the default
setup. It is not working. I would appreciate any suggestions. 

Here is the standard directory

357)pokie# ls /usr/local/etc/httpd
CHANGES        cgi-bin/       htdocs/        manual/        support/
LICENSE        cgi-src/       icons/         manual.tar.gz
README         conf/          logs/          src/

Here is my startup program

/usr/local/etc/httpd/src/httpd -f /usr/local/etc/httpd/conf/httpd.conf

then,

I don't know where the / comes from

Then, after trying to open a URL, here is what I get in the access_log

pokie.tcimet.net - - [07/Apr/1996:20:21:51 -0400] "GET / HTTP/1.0" 404 -

Here is the error_log

[Sun Apr  7 20:21:51 1996] access to /usr/local/etc/httpd failed for
pokie.tcimet.net , reason: File does not exist

Any ideas?
