dial up PPP slowing after time

We tried
sawtooth:/etc/ppp# less ppplogin
#!/bin/sh
exec /usr/etc/pppd -mru proxyarp modem :205.162.198.10

and

exec /usr/etc/pppd -mru -all modem :205.162.198.10

with the following syslog output:

resulting in ppp connections being totally refused. 

My attempt to make a simple ppp configuration is not working.
Is there a better way to approach setting up ppp for up to 16 connections,
from various OS's?
Your insight would be greatly appreciated.
