many repeated processes!!

I have linux 1.2.5 on a 486 DX 33 and 8Mb mem; 16Mb swap.
After a long time it's been working, the system becomes VERY VERY slow.
When in this condition I issua a ps command I can see lots of repeated
processes such as wu.ftpd which just don't die! (get killed naturally)!
This processes then go to the swap partition making the system real slow!!
What can I do to solve this problem? (besides getting more RAM)?
