double lock on device queue

While running ssh-keyscan, I got a 'double lock on device queue' error.
This was while talking to thousands of hosts at once (using non-blocking
socket I/O), with a P90/PCI, 3c503/16, and vanilla 1.3.80.
At the time, several hundreds of ICMP redirects and other things were
coming in (RT_CACHE_DEBUG is 0, or else I'd have gotten tons of rt_*
messages, I presume :-)
