I had a similar problem with an ISDN bridge that was doing
over-enthusiastic proxy ARP and ICMP (!) replies, among other bizarre
things.

Check to see if you've got that kind of problem... I'd offer more
details, but I don't remember how I fixed it, exactly -- I was very
tired by the end of the ordeal, and more than a little happy to put it
out of my mind.
