Controlling Bandwith On Ethernet

Is there a way to control the bandwidth used on a ethernet interface.
Here is my situation. I am setting up a remote POP, the remote POP has a 56K
connection to the Main POP. Local machines at the Remote POP are ethernet
connected, and I am also installing Modems of dial in access. Now if a
machine at the remote POP, FTP's to the net or the Main POP, it will use all
of the 56K bandwidth and kill the Dial in users. What I want to do is
throttle the machines at the remote POP when accessing addresses that are
routed to the 56K line.
Is this possible ??
