Unfortunately, no.

I used to have a dynamic IP address until my ISP switched me over.  What 
I used to do was, as soon as the connection was back up, send email to 
certain people who needed to have 24-hour-a-day access to the box, and 
tell them my new IP address.  It's slow, but it works.
