Pb with sockets staying forever under Linux 1.2.12

Web/Mail server that have never been closed. I ran 'netstat' once two
days ago and once today and some of the connections are still present.
Most are in the UNKNOWN state and some in the FIN_WAIT2 or LAST_ACK
Is that a known problem or is there something wrong with my
configuration? I'm running Linux 1.2.12 + libc 4.6.27 + patches for the
SMC PCI Ethernet card aic7xxx, the computer has been up for 93 days. If it
is a kernel problem do I have to upgrade to a given version to see this go
away?
And does this do any harm? Does it use up a lot of memory or does it
limit the number of requests the computer can handle?
Below is excerpt from 'netstat', all the connections shown have really
been hanging around for at least 48 hours.
