Problems with MASQUERADE

I've setup MASQUERADE successfully on my system, users can excess most
of the net. Unforunately my Users are telling me that they cannot
access about half the sites on the net via telnet, ftp or the web. Some
of the sites that they can access are extremely slow. Any suggestions ?
