proxy arp broken?

with net-tools 1.1.95 and Linux 1.2, I think proxy arp is broken
(slightly). I have to add the proxy arp entry *twice* before it works.
Adding it once doesn't work at all.
ie
arp -t ax25 -s 44.x.y.z abcdef pub # doesn't work by itself
# add it again, now it does. ????
arp -t ax25 -s 44.x.y.z abcdef pub # doesn't work by itself
