According to Philip Petrescu:

You will need to setup an X.25 connection to another system (presumably
reachable via your VSAT setup), that is connected to the Internet as well.
This system will act as the router between you and the Internet.
There is an established way of sending IP traffic over an X.25 connection
which is described in RFC 877, and further detailed in RFC 1356.
You will need to make an X.25 implementation for your Linux box, this
requires a synchronous serial adapter (HDLC capable). Such adapters
might come with X.25 support from the manufacturer, or you may have to
write it yourself. The X.25 protocol is described in the 4-yearly books
available from ITU-T (formerly CCITT) in Geneva.
I think it is quite a project. You will have some work to do before your
first IP datagram will make it across the connection.
However, it is a frequently asked question on the newsgroup, so by doing
it you may help many people (or, you may find someone else who already
did part of the job. ask on comp.os.linux.networking...)
