mal. Reservoirs are lower than they were at the same time
in 1977, which is one of the two previous driest water years
on record.State officials say 17 rural communities are in danger of a
severe water shortage within four months. Wells are running dry or reservoirs
are nearly empty in some communities. Others have long-running problems
that predate the drought. The timing for of Friday's historic announcement
was important: State water officials typically announce they are raising
the water allotment on Feb. 1, but this year's winter has been
so dry they wanted to ensure they could keep the remaining water
behind the dams. The announcement also will give farmers more time to
determine what crops they will plant this year and in what quantities.Farmers
and ranchers throughout the state already have felt the drought's impact,
tearing out orchards, fallowing fields and trucking in alfalfa to feed cattle
on withered range land.Without deliveries of surface water, farmers and
other water users often turn to pumping from underground aquifers. The state
has no role in regulating such pumping."A zero allocation is catastrophic
and woefully inadequate for Kern County residents, farms and businesses,"
Ted Page, president the Kern County Water Agency's board, said in a
statement. "While many areas of the county will continue to rely on
ground water to make up at least part of the difference, some
areas have exhausted their supply."Groundwater leve
n said. "Its an event of
national prominence. We believe it benefits the U.S. military to provide
this flyover."A 24-hour FBI command center will monitor the latest counterterrorism
intelligence, said Aaron Ford, head of the FBI's Newark office. Ford told
WPIX-TV the effort is "an unprecedented collaboration" between 35 agencies.Measures
have been taken to protect power grids and to make sure there's
plenty of backup energy in case of another blackout like the one
last year at the game in New Orleans, said Jeffrey Miller, the
NFL's head of security. In Manhattan, the NYPD is drawing on its experience
securing the annual New Year's Eve celebration in Times Square, the New
York City Marathon, the U.N. General Assembly and other high-profile events
to secure "Super Bowl Boulevard," a 13-block street fair on Broadway. The
department has deployed hundreds of extra uniformed and plainclothes police
officers to the area. It's also relying on bomb-sniffing dogs, portable
radiation detectors and a vast network of surveillance cameras to detect
trouble. On Friday, the FBI said it was investigating a suspicious powder
mailed to several locations in New York and New Jersey, including at
least five hotels near the site of Sunday's game. The agency said further
testing was being conducted on the substance, but it is "within normal
values" and appeared not to be dangerous.White powder also was found in
a letter sent to former New York City Mayor Rudolph G

<p style="font-size:xx-small;">KABUL, Afghanistan An Afghan official says an insurgent ambush has killed
four soldiers in the country's western Farah province.Farah provincial spokesman
Fawad Askari said another four were wounded Saturday when an Afghan National
Army foot patrol came under attack along the region's main highway.Insurgents
frequently launch attacks on and around the highway, which is a main
trade route through the province. There was no immediate claim of responsibility. The
Taliban have escalated attacks in recent months as they try to take
advantage of the withdrawal of foreign troops, who handed over security
for the country to Afghan forces two months ago.
PARIS Two high school classmates, both French Muslims, headed off to
Syria this month instead of going to school. They were located, brought
home one fetched by his father and
are now being investigated on terrorism-linked charges. The unfolding drama
of the teenagers, aged 15 and 16, highlights how Syria has become
a magnet for a vulnerable fringe of young Muslims in the West.
It is among a small wave of cases that are putting French
authorities, and some families, on edge. The bloody three-year-old conflict
in Syria has drawn thousands of Muslims to join the ranks of
battalions trying to topple the regime or other fighting groups looking
to conquer the region in the name of Islam.French authorities say that
more than 600 French have gone to Syria, are plotting to go
or have returned, and more than 20 French have been killed in
fighting. As of mid-January, a dozen French adolescents were in Syria or
in transit, according to authorities. Many of the alleged would-be jihadis
are clearly amateurs."He's a victim. He's not a terrorist," said the father
of the 15-year-old before his son was handed a preliminary charge linked
to terrorism on Friday a rare event for a
minor. "He never touched a weapon," said the father, calling his son's
trip "an error of youth."As the boys from France's southern Toulouse region
were questioned Friday by a judge Friday, the trial of three French
Muslims caught heading to Syria was concluding in another
